really dry skin around my mouth, lips and under my nose. helppppp?

just recently my skin around my mouth and under my nose is super dry. and im kinda breaking out, and its super itchy. i use organic soaps and stuff, and a good lotion after i wash my face. its still like red and looks like a rash kinda. its ugly. any help? i was told coconut oil would help but im not sure.
