does oregon tilth, the usda, or anyone else GUARENTEE non-gmo when they certify "organic"?

i'm wondering how you can be sure that you aren't eating genetically modified food. i thought that if a product was certified, for example, by oregon tilth standards, that meant you could count on it being non gmo. is that true?

You can't count on any government certified stuff they arnt willing to pay enough agents to keep track of every tomato.
